Urban Water Conservation Program Overview The Southern District provides technical assistance to local water suppliers on urban water conservation in two areas:
Urban Water Management Planning Act The Urban Water Management Planning Act (California Water Code Sections 10610-10657) requires that all urban wholesale and retail water suppliers in the State that directly or indirectly serve 3,000 or more customers and deliver at least 3,000 acre-feet of water must prepare Urban Water Management Plans. The next set of plans is due to the Department of Water Resources by December 31, 2005. District staff members are available to answer questions and provide assistance to water suppliers seeking to prepare these plans. The Department has created the following tools to assist in this preparation: Other important tools avalible are the review worksheets (Microsoft Excel file) and the sample plans developed for the 1995 cycle and 2000 cycle (Microsoft Word files). We will review all plans submitted to the Department in accordance of the Act using the review worksheets. We will determine whether or not the plans have addressed the data and information requirements of the Act. The results of the review are provided in a letter to the water suppliers. The results are also compiled into a Legislative Report provided to the California Legislature one year after the plans are due to the Department. Water Conservation Activities The Southern District also provides assistance to local water suppliers seeking to: (1) conduct leak detection and water audit surveys of their water distribution systems and (2) stage workshops and develop and implement studies in landscape water conservation practices. Helping with the leak detection surveys have been members of the Executive Partnership for Environmental Resources Training Program. The District is also interested in working with local suppliers on commercial-industrial-institutional water conservation programs. |
