Davis-Grunsky Program

The California Water Resources Development Bond Act authorized the program in 1960. Under the Davis-Grunsky Act, $130 million was set aside for State assistance. The State has disbursed the entire fund in the form of grants and loans to qualified recipients, which were determined according to the policies and procedures set out in the Davis-Grunsky Act (California Water Code Sections 12880-12894.2). The grants were given to local agencies for the development of water projects that provide recreation and fish enhancement benefits as their purposes or for the repair of dams that are subject to the standards of the Division of Safety of Dams of the Department of Water Resources. Loans were provided for construction of water supply systems. The program is administered by the Department of Water Resources and the California Water Commission.

The Southern District is responsible for monitoring the operation and maintenance of the completed recreation facilities financed by Davis-Grunsky grants in the District. The projects are inspected annually to ensure that facilities are operated and maintained consistent with provisions of the Davis-Grunsky contract.

Southern California projects for which grants have been made:

  • Chet Harritt Dam and Reservoir (Lake Jennings)

  • $537,000 grant for recreation to Helix Water District, San Diego County
  • Miramar Dam and Reservoir (Lake Miramar)

  • $373,000 grant for recreation to City of San Diego
  • Lopez Dam and Reservoir (Lopez Lake)

  • $3,944,800 grant for recreation and initial water supply and sanitary facilities to San Luis Obispo County Flood Control and Water Conservation District
  • Poway Dam and Reservoir (Lake Poway)

  • $959,500 grant for recreation, fish enhancement, and initial water supply and sanitary facilities to City of Poway, San Diego County
  • Wastewater Reclamation Project for Antelope Valley Area (Apollo Park)

  • $500,000 grant for recreation, fish enhancement, and initial water supply and sanitary facilities to County of Los Angeles
  • Dixon Dam and Reservoir (Dixon Lake)

  • $1,072,000 grant for recreation, fish enhancement, and initial water supply and sanitary facilities to City of Escondido, San Diego County
  • Yucaipa Dam and Reservoir (Yucaipa Regional Park)

  • $4,283,250 grant for recreation, fish enhancement, and initial water supply and sanitary facilities to San Bernardino Valley Municipal Water District
  • Repair of Big Bear Valley Dam (Big Bear Lake)

  • $3,969,280 grant for recreation to Big Bear Municipal Water District, San Bernardino County (Phase I of project is completed; work on Phase II is dependent on completion of new bridge and highway by Caltrans)
  • Restoration of Littlerock Dam and Reservoir

  • $3,000,000 grant for recreation to Palmdale Water District, Los Angeles County

Southern California projects with existing loans:

  • Rehabilitation of La Mirada conduit and replacement of two sections of force mains

  • $1,500,000 loan to La Habra Heights County Water District, Orange County
  • Water supply and distribution system

  • $2,500,000 loan to Home Gardens County Water District, Riverside County
  • Domestic water system improvements

  • $2,000,000 loan to Littlerock Creek Irrigation District, Los Angeles County
