The Flood Control Subventions Program is designed to help ensure the construction of flood control and watershed management projects by providing financial assistance to local agencies that are cooperating with federal agencies in constructing the projects. The assistance is limited to reimbursement of all or a portion of the nonfederal rights of way and relocation costs needed for constructing the flood control features of a project. The Department is charged with the responsibility of administrating the State flood control funds. Authorization for this policy is contained in the State Water Resources Law of 1945 (California Water Code Sections 12570-12571), the Flood Control Law of 1946 (Sections 12800-12830), and the California Watershed Protection and Flood Prevention Law of 1954 (Sections 12850-12875).
