National Flood Insurance Program was established by Congress under the National Flood Insurance Act of 1968 and was broadened and modified by the Flood Disaster Protection Act of 1973. The Program has a twofold purpose to: (1) reduce future flood damage by encouraging communities to enact appropriate floodplain management ordinances and (2) provide protection to property owners against potential losses by enabling them to purchase flood insurance. Participation in the Program is based on an agreement between the federal government and a local community under which the federal government will make flood insurance available to homeowners in the community, if the community adopts and enforces an appropriate floodplain management ordinance, such as the California Model Floodplain Management Ordinance. The ordinance is available in both MS Word format (104K) and Adobe Acrobat format (125K). Insurance policies are purchased from licensed property insurance agents or brokers who are in good standing in the state in which they are licensed. Previously, this coverage was generally not available from private insurance companies. Under this Program, the Department assists a community that is participating in the Program meet federal requirements regarding its floodplain management ordinance and reports to the Federal Emergency Management Agency on the compliance of the community with the regulations.
